PEG / PPG-18/18 Dimethicone

PEG / PPG-18/18 Dimethicone consists of silicone and a water-soluble component, which acts as a co-emulsifier. That is, it binds oil and water together in a formula. (Since dimethicone is a silicone polymer, it is oil soluble, while PEG / PPG is water soluble, the combination is best used when used as an emulsifier.)
